Michela Passalacqua is Full Professor of Economic Law at the University of Pisa (Department of Law), where she currently teaches “Market Regulation”, “Law and Economics of Regulation”, and “Public Economic Law”. She is Deputy Rector on legal affairs and President of the Council of the Master’s Degree Course in “Innovation Law for Business and Institutions”. She is also Dean of the Law Department’s Delegate on job placement, as of November 2016.
In the same University, she is a member of the Scientific Board (since 2008) and of the Council of the Ph.D. Course in Legal Sciences, Curriculum “Administration, Market and Criminal Justice”, established at the Department of Law, where she was Director of the Master’s course in Economic Law and Public Management (2015-2018).
She holds a five-year Master’s degree in Law (with honors) from the University of Pisa and a Ph.D. in “Public Law of Economics, Finance and Tax Court Process”, awarded following the final exam on the theme of Industrial Politics and Public Regulation of Industry.
She is author of two monographs related to the theme of public controls on business activity, she has also published nearly one hundred articles in law journals and books. She is the editor of seven books, including two of a funded research project. On the strength of this editorial work, she was invited to join the Scientific and transdisciplinary advisory board of the Resilient Communities project of the Italian Pavilion 2021 (Fondazione Biennale, XVII Biennale di Venezia, https://www.comunitaresilienti.com).
In her publications she deals mainly with public services, always with a view to protecting users’ rights. She has also contributed to the regulation and structure of publicly controlled companies. Moreover, she has investigated the relationships between law, economics, and the public interest, such as the environment.
She is the Director of the book series “Economic rights” – editor: Cedam and member of the Steering Committee of the law review “Rivista della regolazione dei mercati”, class A Journal.
As a lawyer, since 2002, she is registered in the special register of lawyers, with the right to appear in the Supreme Courts, kept by the National Board of Lawyers. Since 1 November 2017 she has been registered in the Special Register of Professors.
